The Canadian Language Benchmarks (CLB) are the national standards used in Canada for measuring and recognizing the English-language proficiency of adult immigrants and prospective immigrants for living and working in Canada. It can also be used to determine qualification for enrollment in courses and training programs and as a reference point for job placements for new immigrants.
It consists of a 12-point scale of task-based language proficiency tests used for the assessment of ESL learners in Canada.
The CLB's 12 benchmarks are divided into 3 parts:
Stage I: Basic Proficiency
Stage II: Intermediate Proficiency
Stage III: Advanced Proficiency.
The CLB covers four skills: listening, speaking, reading, writing.
